1.1Thispracticeidentifiesanddefinestheduties,responsi-bilities,andminimumtechnicalrequirementsoftestinglabo-ratorypersonnelandtheminimumtechnicalrequirementsforlaboratoryequipmentutilizedintestingconcreteandconcreteaggregatesforuseinconstruction.
1.2ThispracticeprovidescriteriafortheevaluationofthecapabilityofatestinglaboratorytoperformdesignatedASTMtestmethodsonconcreteandconcreteaggregates.Itcanbeusedbyanevaluationauthorityintheinspectionoraccredita-tionofalaboratoryorbyotherpartiestodetermineifthelaboratoryisqualifiedtoconductthespecifiedtests.

8.4ForLaboratoriesTestingConcreteAggregates:
8.4.1SieveAccuracy—Verificationofsieveaccuracyshallbeperformedatleastannuallyoneachsieveusedinthetestforsieveanalysis(TestMethodsC117andC136).Anyoneofthefollowingthreemethodsofverificationisacceptable.Eachmethodofsieveverificationshallincludeaninspectionofthesieveclothforpuncturesorobviousdefects.
8.4.1.1VerificationofeachsieveusedaccordingtotheproceduresprescribedintheAnnexofSpecificationE11.8.4.1.2Acomparisonoftheresultsofasplitsamplesievedondifferentsievesets.Resultsshallbeverifiedforsingleoperatorprecisiontobewithintheacceptablerangeoftworesultsstatedinthetestmethod.
8.4.1.3Participationinthesieveanalysistestinanaggre-gateproficiencysampleprogram,asdescribedintheQualitySystemssection.Resultsshallbeverifiedformultilaboratoryprecisiontobewithintheacceptablerangeoftworesultsstatedinthetestmethod.
8.4.2MechanicalSieveShaker—Whenmechanicalsievingdevicesareused,theperiodofmechanicalagitationshallbecheckedatleastannuallyforadequacyofsievingasdescribedinTestMethodC136.Mechanicalagitationperiodsmustbeestablishedforeachdifferenttypeofaggregatetested.

10.QualitySystems
10.1Thelaboratoryshallmaintainaqualitymanualofwrittenproceduresforensuringthequalityoftheservicesoffered(Note6).Inadditiontothefollowinginformation,eachpageinthemanualshallcontainapreparationorrevisiondatetoensurethelatestprocedureisbeingfollowed.
10.1.1Internalqualityassuranceprogram,including:
10.1.1.1Personnelevaluationincludingthemethodofevaluation,thefrequencyofthereview,thecriteriaused,andthetitleornameoftheindividualresponsibleforadministeringtheevaluations;andtechniciantrainingincludingadescriptionofthelevelsoftraining,thetestingusedtodeterminewhenalevelhasbeenreachedandthetitleornameoftheindividualresponsibleforadministeringthetraining,
10.1.1.2Equipmentcalibrationandmaintenance,
10.1.1.3Acurrentlibraryincludingallrelevanttestmeth-ods,and

10.1.1.5Participationinproficiencysampleprograms(PSP).Thelaboratoryshallparticipateinconcreteoraggregateproficiencysampleprogramsorbothifthelaboratoryperformstestinginbothareas.ThePSPusedmustmeetthefollowingcriteria:(1)includeaminimumof10participants,(2)issueareportthatincludesthelaboratory’sresults,theaverageofallresults,thestandarddeviationoftheresults,andrating(s)basedonthenumberofstandarddeviationsthatthelaboratory’sresultsvaryfromthegrandaverageforthetestmethod(s)covered,(3a)includeatleastoneofthefollowingmethodsifthelaboratorytestsconcrete:C39/C39M,C138/C138M,C143/C143M,C173/C173M,orC231;and,(3b)includeatleastoneofthefollowingmethodsifthelaboratorytestsconcreteaggregates:C136,C127,orC128,(4)beindepen-dentoftheparticipatinglaboratories,(5)distributesamplesatleastonceannually,and(6)maintainarecordofallsampletestresultsfromparticipantsforatleast3years.

10.1.2Thelaboratoryshallestablishproceduresforre-spondingtolowproficiencysampleprogramratings.Ratingsareconsideredtobelowifthelaboratory’sresultisbeyondtwostandarddeviationsfromthegrandaverageonthefinalreport.10.1.3Thelaboratoryshallestablishproceduresforhan-dlingtechnicalcomplaintsfromclientsthatincludesthetitleornameoftheindividualresponsibleforhandlingthecomplaint,thereviewsysteminthelaboratoryandthetypeofreplytobeissued.
10.1.4Thelaboratoryshallestablishproceduresforensur-ingthequalityofexternaltechnicalservices,suchas:calibra-tionservicesusedbythelaboratory,equipmentandmaterialsprocuredbythelaboratoryfromvendors,andsubcontractors(thatis,alaboratorycontractedtoperformastandardtestmethodorpartofatestmethod).Thelaboratoryshouldbeabletodemonstratethatthesubcontractoriscompetentandisincompliancewiththerequirementsofthetestmethods.Thelaboratoryshouldmaintainrecordsofthesubcontractorand

11.LaboratoryEvaluation
11.1Thetestinglaboratoryshallhaveitsfacilities,equip-ment,personnel,andproceduresevaluatedatintervalsofapproximately24monthsbyanevaluationauthoritytoconfirmitsabilitytoperformtherequiredtests.Thepersonneland
equipmentusedbythelaboratoryduringtheevaluationshallberepresentativeofthepersonnelandequipmentavailableduringtheperiodbetweenevaluations.Temporaryacquisitionofpersonnelorequipmenttoenhancetheresultsoftheevaluationshallnotbepermitted.
11.2Deficienciesnotedinthefinalreportprovidedtothelaboratorybytheevaluationauthorityshallbecorrectedwithin30daysofreceiptofthereport.
11.3Thelaboratoryshall(1)reportdeficiencycorrectionstotheaccreditingbodywhowillissueacertificateofaccredi-tationwhentheirrequirementsaresatisfied,or(2)ifaninspectionserviceisused,supplementcopiesofthefinalreportwithastatementofcorrectiveactionstakensignedbythelaboratory’sprofessionalengineer.
