engercompartment,usingwaterasatransfermedium,aredeemedtocomplywithAnnexesIVandV.L292/36ENOfficialJournaloftheEuropeanCommunities9.11.2001ANNEXIIIREQUIREMENTSFORWASTEHEATINGSYSTEMS—AIR1.Therequirementssetoutinparagraph3.2ofAnnexIIareconsideredsatisfiedinrespectofheatingsystemswhichincludeaheatexchanger,theprimarycircuitofwhichispassedoverbyexhaustgasesorpollutedair,providedthatthefollowingconditionsaresatisfied:thewallsoftheprimarycircuitoftheheatexchangermustbeleaktightatanypressureuptoandincluding2bar;thewallsoftheprimarycircuitoftheheatexchangermustnotincludeanydetachablecomponent;thewalloftheheatexchangerwheretheexchangeofheattakesplacemustbeatleast2mmthickifmadeofnon-alloysteels;2.3.4.4.1.incaseswhereothermaterialsareused(includingcompositeorcoatedmaterials),thethicknessofthewallmustbesuchastoensurethattheheatexchangerhasthesameservicelifeasinthecasereferredtoinpoint4;4.2.ifthewalloftheheatexchangerwheretheexchangeofheattakesplaceisenamelled,thewallwheresuchenamelhasbeenappliedmustbeatleast1mmthickandthisenamelmustbedurable,leaktightandnotporous;5.thepipeconductingtheexhaustgasesmustincludeacorrosiontestzoneatleast30mmlong,thiszonebeingsituateddirectlydownstreamoftheheatexchanger,uncoveredandeasilyaccessible;5.1.thewallofthiscorrosiontestzonemustnotbethickerthanthepipesfortheexhaustgasessituatedinsidetheheatexchangerandthematerialsandsurfacepropertiesofthissectionmustbecomparablewiththoseofthesepipes;5.2.iftheheatexchangerformsasingleunitwiththevehicleexhaustsilencer,theexternalwallofthelattermustberegardedasthezonecomplyingwithpoint5.1whereanycorrosionshouldoccur.6.Inthecaseofwasteheatheatingsystemsusingthecoolingairoftheengineforheatingpurposes,theconditionsofparagraph3.2ofAnnexIIareconsideredsatisfiedwithouttheuseofaheatexchangerprovidedthatthefollowingconditionsaresatisfied:—thecoolingairwhichisusedforheatingpurposescomesintocontactonlywithsurfacesoftheenginewhichdonotincludeanydetachablepart,and—theconnectionsbetweenthewallsofthiscoolingaircircuitandthesurfacesusedforthetransferofheataregastightandoil-resistant.Theseconditionsareconsideredsatisfiedif,forexample:6.1.asheatharoundeachsparkingplugdrawsoffanygasleaksoutsidetheheatingaircircuit;6.2.thejointbetweenthecylinderheadandtheexhaustmanifoldissituatedoutsidetheheatingaircircuit;6.3.thereisdoubleleakprotectionbetweenthecylinderheadandthecylinderandanyleaksfromthefirstjointaredrawnoffoutsidetheheatingaircircuit,ortheleakprotectionbetweenthecylinderheadandthecylinderstillholdswhenthecylinderheadnutsarecold-tightenedatone-thirdofthenominaltorqueprescribedbythemanufacturer,ortheareawherethecylinderheadisjoinedtothecylinderissituatedoutsidetheheatingaircircuit.9.11.2001ENOfficialJournaloftheEuropeanCommunitiesL292/37ANNEXIVTESTPROCEDUREFORAIRQUALITY1.Inthecaseofcompletevehiclesthefollowingtestshallbecarriedout:1.1.Operatetheheaterforonehouratmaximumoutputinconditionsofstillair(windspeed≤2m/s),withallwindowsclosedand,inthecaseofacombustionheater,thepropulsionengineswitchedoff.If,however,havingselectedthemaximumoutputtheheaterswitchesoffautomaticallyinlessthananhour,themeasurementsmaybemadebeforeswitch-off.1.2.TheproportionofCOintheambientairshallbemeasuredbytakingsamplesfrom:(a)apointoutsidethevehicleascloseaspossibletotheheatingairinlet,and(b)apointinsidethevehiclelessthan1mfromtheheatedairoutlet.1.3.Readingsshallbetakenforarepresentativetimeof10minutes.1.4.Thereadingfromposition(b)shallbelessthan20ppmCOhigherthanfromposition(a).2.InthecaseofcombustionheatersascomponentsthefollowingtestshallbecarriedoutafterthetestsofAnnexesV,VIanditem1.3ofAnnexVII.2.1.Theprimarycircuitoftheheatexchangershallbesubjectedtoaleakagetesttoensurethatpollutedaircannotentertheheatedairintendedforthepassengercompartment.2.2.Thisrequirementshallbeconsideredtobefulfilledif,atagaugepressureof0,5hPa,theleakageratefromtheheatexchangeris≤30dm3/h.ANNEXVTESTPROCEDUREFORTEMPERATURE1.Operatetheheaterforonehouratmaximumoutputinconditionsofstillair(windspeed≤2m/s),withallwindowsclosed.If,however,havingselectedthemaximumoutputtheheaterswitchesoffautomaticallyinlessthananhour,themeasurementsmaybemadeearlier.Iftheheatedairisdrawnfromoutsidethevehiclethetestshallbecarriedoutatanambienttemperatureofnotlessthan15oC.Thesurfacetemperatureofanypartoftheheatingsystemlikelytocomeintocontactwiththedriverofthevehicleduringnormalroaduseshallbemeasuredwithacontactthermometer.Nosuchpartorpartsshallexceedatemperatureof70°Cforuncoatedmetalor80°Cforothermaterials.2.2.1.Inthecaseofpartorpartsoftheheatingsystembehindthedriver'sseat,andinthecaseofoverheating,thetemperatureshallnotexceed110°C.3.1.InthecaseofvehiclesofcategoriesM1andN,nopartofthesystemlikelytocomeintocontactwithseatedpassengersduringnormalroaduseofthevehicle,withtheexceptionoftheoutletgrille,shallexceedatemperatureof110°C.3.2.InthecaseofvehiclesofcategoriesM2andM3,nopartofthesystemlikelytocomeintocontactwithpassengersduringnormalroaduseofthevehicleshallexceedatemperatureof70°Cforuncoatedmetalor80°Cforothermaterials.4.Thetemperatureoftheheatedairenteringthepassengercompartmentshallnotexceed150°Ctobemeasuredatthecentreoftheoutlet.L292/38ENOfficialJournaloftheEuropeanCommunities9.11.2001ANNEXVITESTPROCEDUREFOREXHAUSTEMISSIONS1.Operateheaterforonehouratmaximumoutputinconditionsofstillair(windspeed≤2m/s)andanambienttemperatureof20±10oC.If,however,havingselectedthemaximumoutputtheheaterswitchesoffautomaticallyinlessthananhour,themeasurementsmaybemadebeforeswitch-off.2.Thedryandundilutedexhaustemissions,measuredusinganappropriatemeter,shallnotexceedthevaluesindicatedinthefollowingtable:ParameterHeatersusinggaseousfuelsHeatersusingliquidfuelCONOxHCBacharachreferenceunit(*)(*)Referenceunit‘Bacharach’AS2156isused.≤0,1%vol.≤200ppm≤100ppm≤1≤0,1%vol.≤200ppm≤100ppm≤43.Thetestshallberepeatedinconditionsequivalenttoavehiclespeedof100km/h.UndertheseconditionstheCOvaluemustnotexceed0,2%vol.Ifthetesthasbeencarriedoutontheheaterasacomponent,thenitneednotberepeatedinthecaseofthevehicletypeinwhichtheheaterisinstalled.9.11.2001ENOfficialJournaloftheEuropeanCommunitiesL292/39ANNEXVIIREQUIREMENTSFORCOMBUSTIONHEATERSANDTHEIRINSTALLATION1.1.1.1.2.GENERALREQUIREMENTSOperatingandmaintenanceinstructionsshallbesuppliedwitheveryheaterand,inthecaseofheatersintendedfortheafter-market,installationinstructionsshallalsobesupplied.Safetyequipmentshallbeinstalled(eitheraspartofthecombustionheateroraspartofthevehicle)tocontroltheoperationofeverycombustionheaterinanemergency.Itshallbedesignedsuchthat,ifnoflameisobtainedatstart-uporiftheflamegoesoutduringoperation,theignitionandswitchingtimesforthesupplyoffuelarenotexceededbyfourminutesinthecaseofliquidfuelheatersorinthecaseofgaseousfuelheaters,oneminuteiftheflamesupervisiondeviceisthermoelectricor10secondsifitisautomatic.Thecombustionchamberandtheheatexchangerofheatersusingwaterasatransfermediumshallbecapableofwithstandingapressureoftwicethenormaloperatingpressureor2bar(gauge),whicheverisgreater.Thetestpressureshallbenotedintheinformationdocument.Theheatermusthaveamaker'slabelshowingthemaker'sname,themodelnumberandtypetogetherwithitsratedoutputinkilowatts.Thefueltypemustalsobestatedand,whererelevant,theoperatingvoltageandgaspressure.Delayedshut-offofcombustionairblowers1.3.1.4.1.5.1.5.1.Ifacombustionairblowerisfittedadelayedshut-offmustbeprovidedevenintheeventofoverheatingandintheeventofinterruptionofthefuelsupply.1.5.2.Othermeasurestopreventdamageduetodeflagrationandexhaustcorrosioncanbeappliedifthemanufacturerprovidesevidencetothesatisfactionoftheapprovalauthorityoftheirequivalenteffect.1.6.Requirementsforelectricalsupply1.6.1.Alltechnicalrequirementsaffectedbythevoltagemustbewithinthevoltagerangeof±16%oftheratedfigure.However,ifundervoltageand/orovervoltageprotectionisprovided,therequirementsshallbemetatratedvoltageandintheimmediatevicinityofthecut-offpoints.1.7.Warninglight1.7.1.Aclearlyvisibletell-taleintheoperator'sfieldofviewshallinformwhenthecombustionheaterisswitchedonoroff.2.2.1.VEHICLEINSTALLATIONREQUIREMENTSScope2.1.1.Subjecttoparagraph2.1.2,combustionheatersshallbeinstalledaccordingtotherequirementsofthisAnnex.2.1.2.VehiclesofcategoryOhavingliquidfuelheatersaredeemedtocomplywiththerequirementsofthisAnnex.2.2.Positioningofheater2.2.1.Bodysectionsandanyothercomponentsinthevicinityoftheheatermustbeprotectedfromexcessiveheatandthepossibilityoffueloroilcontamination.2.2.2.Thecombustionheatershallnotconstituteariskoffire,eveninthecaseofoverheating.Thisrequirementshallbedeemedtobefulfillediftheinstallationensuresanadequatedistancetoallpartsandsuitableventilation,bytheuseoffireresistantmaterialsorbytheuseofheatshields.2.2.3.InthecaseofM2andM3vehicles,theheatermustnotbepositionedinthepassengercompartment.However,aninstallationinaneffectivelysealedenvelopewhichalsocomplieswiththeconditionsinparagraph2.2.2maybeused.2.2.4.Thelabelreferredtoinparagraph1.4,oraduplicate,mustbepositionedsothatitcanbeeasilyreadwhentheheaterisinstalledinthevehicle.2.2.5.Everyreasonableprecautionshouldbetakeninpositioningtheheatertominimisetheriskofinjuryanddamagetopersonalproperty.L292/402.3.ENFuelsupplyOfficialJournaloftheEuropeanCommunities9.11.20012.3.1.Thefuelfillermustnotbesituatedinthepassengercompartmentandmustbeprovidedwithaneffectivecaptopreventfuelspillage.2.3.2.Inthecaseofliquidfuelheaters,whereasupplyseparatetothatofthevehicleisprovided,thetypeoffuelanditsfillerpointmustbeclearlylabelled.2.3.3.Anotice,indicatingthattheheatermustbeshutdownbeforerefuelling,mustbeaffixedtothefuellingpoint.Inadditionasuitableinstructionmustbeincludedinthemanufacturer'soperatingmanual.2.4.Exhaustsystem2.4.1.Theexhaustoutletmustbelocatedsoastopreventemissionsfromenteringthevehiclethroughventilators,heatedairinletsoropeningwindows.2.5.Combustionairinlet2.5.1.Theairforthecombustionchamberoftheheatermustnotbedrawnfromthepassengercompartmentofthevehicle.2.5.2.Theairinletmustbesopositionedorguardedthatblockingbyrubbishorluggageisunlikely.2.6.Heatingairinlet2.6.1.Theheatingairsupplymaybefreshorrecirculatedairandmustbedrawnfromacleanareanotlikelytobecontaminatedbyexhaustfumesemittedeitherbythepropulsionengine,thecombustionheateroranyothervehiclesource.2.6.2.Theinletductmustbeprotectedbymeshorothersuitablemeans.2.7.Heatingairoutlet2.7.1.Anyductingusedtoroutethehotairthroughthevehiclemustbesopositionedorprotectedthatnoinjuryordamagecouldbecausedifitweretobetouched.2.7.2.Theairoutletmustbesopositionedorguardedthatblockingbyrubbishorluggageisunlikely.2.8.AutomaticcontroloftheheatingsystemTheheatingsystemmustbeswitchedoffautomaticallyandthesupplyoffuelmustbestoppedwithinfivesecondswhenthevehicle'senginestopsrunning.Ifamanualdeviceisalreadyactivated,theheatingsystemcanstayinoperation.ANNEXVIIISAFETYREQUIREMENTSFORLPGCOMBUSTIONHEATERS(SeeAnnexII,point3.3,Note2)
